Most 3+ point locations have features (and some 2 pointers too). The feature tree shows the order in which features can be found. Most features can be discovered if you have the feature above it, with the exception of the features in the first three levels which can always be discovered. You might not discover a feature when you reach it's level, as you may discover other features instead during that discovery. The best way to understand this is that features you already have influence your discovery chances, but do not guarantee it.
